Manual transcription through MS teams not working

Hi Team,

The meeting policies to enable MS Teams transcription is already ON:

However, transcription only works if we choose to enable "auto record and transcribe" when creating a meeting. 

We are not able to uncheck that and make the Start or Stop transcription to work.

We appreciate any inputs.
