How can I display a custom message in Teams meeting

I have 2 requirements for MS Team. Please read and advise.

1. Displaying custom message when an external user join in Team meeting. A custom message should popup when external user joins and he should read the message and close. 

2. Displaying custom message while anyone joins in Teams broadcast meetings.
