Microsoft Forms homepage keeps loading, error when trying to create new form

When I try to use Forms, it keeps loading this page "forms.office.com/Pages/DesignPage.aspx"

I can (try to) create a new form, which results in this error (image 2)

Contact the form owner’s administrator to let them know there’s an issue in the Forms product configuration.

I tried resetting Chrome cache, I tried different language settings for Chrome, I tried Edge, tried from two different computers.

additional info: it seems to be in our tenant. One of my other colleagues has exactly the same issue. I have not heard of others, though most do not work with Forms yet.
