Issue with the bilingual options in settings in FORMS

Yes, I tried various forms in different method and still the option is not available, I even contacted the customer support, and they took a look on my computer through sharing screen and he was also surprised. I don't know what they did but the option doesn't display or show.

As per our findings, multilingual functionality will not be accessible for Quiz-type forms or for Tenants using Forms free licenses. It will only be accessible to tenants holding Business or Enterprise licenses.
- But as i said earlier, it should be allowed to the paid user to use that feature and I used different forms to check if the issue persists and it does. I don't know but there is issue from Microsoft end.

Based on the snapshot you provided, one possible reason is you are using a Consumer (MSA) account. Please note that this feature is not available for Consumer accounts, even those with paid subscriptions.DingkunXie I also have the same problem
I also have a business licence and still this multilingual option doesn't appear.
