Cannot add forms to chat with students on Teams

I'm a teacher and using Teams to do live lessons. I read a handy tip that I can use '@forms' to create a poll in the chat. I practised this with nobody in the call and it worked great but when I am in a meeting with students the three dots to add forms is greyed out and it's not an option. Anyone know why this might be the case?
