OneDrive Share permissions?

Can anyone tell me how OneDrive can share a file with URL link with write access to it? 
If I select OneDrive --> Share -> Anyone with the link (URL) can edit option
Result --> The file can be downloaded, but changes to the file cannot be made in the same directory.
The URL holder appears to have read-only access
