Limiting initial phone and email verification requirements

Could be the option "Require users to register when signing in ?" on Azure.

New user mailbox is created on prem and synced to the cloud. Or a new mailbox is created in the cloud. New user logs into portal.office.com for the first time. Either this first time, or a nearly subsequent time, he is taken to the page where he must add a verification email and phone and get verified for password recovery, for example. I want to be able to bypass this verification requirement.

Yes,
But not sure why that makes a difference. I have several test tenants and all of them exhibit this behavior. Those test tenants do not have SSPR enabled.
