How to make a SharePoint open to public over internet? It is read only to public and read/write permission to site ovners?

You cannot, public sites were a separate feature, which got removed long ago. You can share a site with specific people though.

Hi Vasil thats odd, because there are online articles from 2020, telling you how to change a SharePoint site from private to public?
