Help for Outsider!

MASTERS! PLS help:

1. Whats the difference between REBOOT and RESTART?

2. If we need to restart the laptop using the bottom RESTART in  ⊞ Win , what is the best term for it, REBOOT or RESTART? (PARDON, for such stupid stuff, but my schoolfriend, saying he is an IT-person, made me it! Brrr, try to keep our friendship safety🤷🏻‍)
