Why "#value!" ONLY in Excel Online

Have a formula given to me by a user that seems to be working just fine in cell C3 in the desktop version of Excel (pictured on the right), while Excel Online (pictured on the left) with NO EDITS made whatsoever shows #value!.

Is there any structural difference between desktop and online that would cause this?
