Loop to assign employees

I'd like to make a loop to choose a name of an employee by order from a list of names (3 lists because we have 3 departments named a ,b and c) to be assigned to 3 sites , each site must have 2 persons each week for the whole year , no days off, one person from department (a) and one from department (b or c) to alternate for each site , help please. Thanks
