Icons based on percentage not working

I am trying to have anything that is =>100% show as green check mark icon, anything above 50% show as yellow ! icon and anything 50% or < to show as red x icon, but for some reason it's not working. It's as if it's taking into consideration the percentage from the previous cell? See attached. Hoping someone can help!!

Hi Lisa,
have you tried using the following?
Value = 1, Type = Value
Value = 0.5, Type = Value
