Excel Offline OLAP not available with SSAS compatibility level 1200 or higher

I am trying to create an Offline Cube in Excel, using the Create Cube File wizard (accessed via Analyze / OLAP Tools / Offline OLAP), from an Analysis Services Tabular database.

 

I get to the last step, Finish, and get the following error:

 

Microsoft OLE DB Provider for Analysis Services. :

This Analysis Services feature is not available with database compatibility level 1200 or higher.

 

Analysis Services Version is 2017. Compatibility level 1400.

 

Excel is Microsoft Office 365 Pro Plus.

 

Does anyone know what is going on here? Anyone else had this problem?
