Excel: Fixed-width text file with defined, fixed column positions (.PRN)

Excel 365 | Greetings Community,

 

I've been tasked to create a fixed-width text file; however, how exactly do I define the character limits for each field so that the .prn file remembers those parameters upon import.

 

*Update* I've successfully exported the text file via Microsoft Access (however, the column headers are missing.  Per the troubleshooting guide located https://support.microsoft.com/en-us/office/export-data-to-a-text-file-f72dfc38-a8a0-4c5b-8c2c-bf2950814140, their solution is to simply add the headers to the text file--I'm unable to add the headers given the spacing between some of the fields (i.e. State has two character positions then comes zip code. I can not type "STATE" within two character positions.) Does anyone know how to add column headers to the exported text?
