Conditional Formatting Not Registering Today's Date

Hi, 

I am trying to create a syllabus for my college semester by using conditional formatting, but the spreadsheet is not registering today's date. For reference, today is September 13th and I am trying to get the cells to be highlighted in red when today is the due date, or when today is after the due date has passed. If I write September 10,11,12, etc. in the cell, it does highlight in red; however, when I write September 13th, it doesn't. 

 

The formula I am using is Cell Value, less than or equal to, =TODAY()

 

If anyone has the answer on how to fix this, I would really appreciate it.

This is because the cells contain the time as well as the date.

Use Cell Value, less than, and =TODAY()+1
