Questions about the Deployment of Dynamics 365 for operations on premises

Our client would like to buy Dynamics 365 for operations on premises perpetual License.

Microsoft is migrating most customers to NCE/New Commerce Experience. https://learn.microsoft.com/en-us/partner-center/announcements/2023-november#new-commerce-launch-and-migration-details-for-cloud-solution-provider-us-government-community-cloud-education-and-nonprofit-per-user-legacy-offers

But there's good news! Based on Dual Use Rights that are mentioned in the https://go.microsoft.com/fwlink/?LinkId=866544, a D365 cloud subscription license can be used to deploy Finance (Finance + Operations) on-premises.

Also consider if the product available in both locations? https://dynamics.microsoft.com/en-us/availability-reports/georeport/

 

 

Is it necessary for customers to purchase licenses through partners in the same region where they are?  For example, is it feasible for a Singaporean customer to purchase licenses from a Chinese partner and can the licenses be deployed in Singapore?

Does Microsoft have any official restrictions about the location of server?
