Operations - Order lines license query

Now I have two scenarios:
- A D365CE user creates an incident / work order in D365CE. Using a custom plugin, we use the Batch Odata functionality of D365UO to generate sales orders and lines.
- An automated process creates an incident / work order in D365CE. Using a custom plugin, we use the Batch Odata functionality of D365UO to generate sales orders and lines.
In which of these cases do we need the Operations - Order lines license? Based on the D365 LG, both scenarios would need the Operations Order Lines license. Per pg.38 of the D365 LG:
