Discover how the Copilot Control System in the Microsoft 365 admin center enables IT to manage Copilot agents.
In this session, you will learn how to:
- Stage rollout agents
- Manage the PAYG cost of agents within Copilot chat
- Leverage the new "Agents and Connectors" page for lifecycle management
We’ll also cover additional controls and considerations to help you navigate agent deployment and oversight in your environment.
How do I participate?

A few questions, but when discussing Agents, please specify if related to Copilot Studio or Agent Builder or both. 1. In one of the videos, it shows that we will be able to split user agent user and user agent creator which i assume is for Agent builder. Can you discuss some details? I want to prevent users from creating agent builder agents but allowing them to consume "published" agents.

How does Pay as You go billing affect consumprtion of Copilot Messages available in the tenant?

If your tenant has both prepaid message packs and PAYG enabled, message consumption will always draw from prepaid capacity first. Only after those entitlements are fully exhausted in a given month will the PAYG meter begin to accrue charges. This ensures that your upfront investment in message packs is fully utilized before any additional costs are incurred.
We are actively working on capabilities to apply available message capacity to a specific billing policy.

Question: Blocking External Agents in Bulk - How can administrators bulk-block all external agents if desired, given that External agents seem to populate in the environment without notice?

How do we give access to agents we make available or deploy without also giving our users access to create agents using Copilot agent builder?

Adam, thanks for raising this. Today, there is a single control in the Microsoft 365 admin center to enable both creation and use of agents in Microsoft 365 Copilot Chat for all users, no users, or specific users/groups.

what Admin Roles are required to manage agents? Is management connected with Pay for functionalities similar to Managed Environments in Power Platforms?

Question: How can admins or leaders predict the Pay-as-You-Go usage based on Microsoft criteria? And what happens if an organization meets its usage for a month -- are the rest of the queries that month simply not available for users?

The Message consumption report in the Microsoft 365 admin center now available in Public Preview - https://learn.microsoft.com/microsoft-365/admin/activity-reports/message-consumption
Coming soon, targeted for release in Q3 CY2025, budget and spending limits at the billing policy level will include the ability to set soft spending limits (email notifications to defined users when consumption reaches defined thresholds) and hard spending limits (automatically suspending the service when the spending limit is reached).

How can we control the use of agents/bots by external meeting attendees in our internal meetings, such as transcription bots? Meeting organizers want to be notified when external attendees attempt to use these tools and decide on their usage for each meeting.
