I understand this is a presentation for agent 365, functionally what is the difference in capability between Copilot agents, Foundry agents, Azure agents and Agent 365?

Agent 365 is the control plane. It provides the centralized observability, governance and security for agents doing work on behalf of your users. Copilot, Foundry, and Azure are ways to create agents; Agent 365 is how enterprises can manage, secure, and operate them at scale.

The first set you outlined are different types of agents.
Agent 365 is a control plane for different types of agents.
On May 1st GA the story is “per-user licensing for all OBO agents,” but Microsoft identity model also supports autonomous app and agent-user patterns. What is the exact trigger that makes an agent stop being “on behalf of a licensed user” and start being a separately governed or separately licensable autonomous agent?
If an agent starts from a user prompt but then continues running, uses its own Entra Agent ID, or takes actions later without the user actively in the loop, is it still covered by that user’s Agent 365/E7 license?

The distinction between OBO and autonomous from Entra Agent ID is based on identity, authorization context, and how actions are executed. Both are covered by E7.

Agent capabilities for non-OBO agents remain in Preview.

How many people need the E7 for Agent 365? Is it just those who administer agents & M365? Or does everyone with an E5 license need E7 for Agent 365?

Agent 365 licenses are required only for users of agents that employ premium features of Agent 365. This covers all agents that work on behalf of the user (and leverage the user's identity).
The admin doesn't need a license unless they are also using agents as described above. Users who create agents also don't need an Agent 365 license, unless they are using agents as described above.
To make it easier to manage and plan, we recommend licensing groups of users who are actively using agents.- kickers3Copper Contributor

As Pratap discussed in the AMA session, SDK and CLI offer ways to onboard agents built with other agent platforms. To add, we are actively exploring solutions to efficiently uncover agents from other ecosystem platforms and bring them into view in the Agent 365 registry.

3rd party agents are difficult to register in Agent365? use of SDK and no functionalites on admin or portal to add 3rd party is a big challenge to scale up operation team. Can you please provide some roadmap around it to make it user friendly for 3rd aprty agent?

When the policy template agent will be available ? not yet available . Very usefull to delete automatically the agents created with copilot studio lite and not used anymore since 30 days (for example) . Which criteria will be available in this template policy agent 365 ?

Policy templates, on the other hand, is a slightly different concept and was covered in the demo. Agent 365 policy templates provide preconfigured, reusable governance baselines - a collection of policies from product areas like Purview, Entra, Defender, SharePoint, Teams, etc. - that help admins quickly apply consistent security, compliance, and lifecycle controls to agents at scale, reducing manual setup and configuration drift.
Both rules-based agent governance and policy template are targeted for release at GA.
