Dec 18, 2025Yes, Partner Center provides reporting capabilities for private offers, including visibility into their status. Here’s what’s available:
- Marketplace Insights Dashboards:
- Navigate to Partner Center → Insights → Marketplace Insights.
- Use the Orders dashboard to view private offers and their current status.
- Filter by Offer Type = Private Offer and check the Status column for:
- Pending Acceptance – Customer has not yet accepted the offer.
- Pending Fulfillment – Customer accepted but SaaS subscription activation/configuration is incomplete.
- Revenue Dashboard:
- Shows billed sales and transaction details.
- Apply the Private Offer filter to isolate these deals.
- Includes fields like Purchase Status and Multiparty flag for MPO deals.
- Downloads Hub:
- Export detailed reports for reconciliation.
- Key fields include:
- PurchaseRecordID (unique transaction ID)
- Status (Accepted, Pending Acceptance, Pending Fulfillment)
- Customer Adjustment (for MPO pricing visibility)
For SaaS offers, “Pending Fulfillment” means:
- Customer accepted the offer but has not completed SaaS configuration.
- ISV must activate the subscription before billing starts.

The orders dashboard does not show private offers that are in pending fulfillment or pending acceptance. In my testing, I cannot locate any report within insights that shows private offers in these statuses.

That's correct: Partner Center Insights currently does not surface private offers in “Pending Acceptance” or “Pending Fulfillment” status in the standard dashboards. Here’s why and what you can do:
Why Thes Statuses Don't Appear- The Orders dashboard and Revenue dashboard in Marketplace Insights only show transactions after the customer has accepted the offer and billing has started.
- “Pending Acceptance” (customer hasn’t accepted) and “Pending Fulfillment” (customer accepted but SaaS activation/configuration incomplete) are pre-billing states, so they are not included in the standard Insights datasets.
Current Workarounds
- Partner Center UI – Private Offers Tab
- Navigate to Partner Center → Marketplace Offers → Private Offers.
- Use the Status column in the private offers list to see:
- Pending Partner Action
- Pending Acceptance
- Pending Fulfillment.
- This is the only place where these statuses are visible today.
- Downloads Hub
- Export the Orders report from the Downloads Hub.
- While pre-billing statuses are not included, you can reconcile accepted offers vs. missing fulfillment by comparing SaaS activation data.
Why It Matters
- For SaaS offers, billing does not start until activation is complete. If the offer remains in “Pending Fulfillment,” revenue will not appear in Insights, even if the customer accepted the offer.
