Sensitivity Labels Showing Up Inconsistently

I have one user who is getting the follow Sensitivity Labels prompt when they select 'Save As' but other users in our environment are only getting the shield in the title bar.  Is there a place this can be toggled so I can allow other users to see this when they 'Save as'?
