Creating unique headers and footers?
I am looking for a word processing product that I can create a template with unique headers and footers that I can share with users who can only add text content but not change or delete the headers ...
Word certainly can produce unique headers or footers that capture certain text from a page and display it. You do this using styles and a StyleRef Field.

Your boss is correct. Google Docs is not a replacement for the desktop application Microsoft Word. It is a substitute that does not have the same features. (The same is true of the online app Microsoft Word.)
Wordperfect and OfficeLibre offer comparable features to the desktop application Microsoft Word although they are also different.
