Windows11 Closing a File Explorer window often causes the Start menu to briefly flicker

When you close any File Explorer window by clicking the X button or pressing Alt+F4, the Start menu flashes and then reappears.

This occurs even when the Start menu does not have focus. This flashing does not affect system stability, but it can be distracting when you are frequently browsing files.
