Windows Updates issues

1. I retired and the end of March and decided to find out why my Windows 11 HP Omen laptop stopped taking updates after 2023-11, unlike our other 3 that have been fine. I worked with HP Smart Friend support. Trying to reinstall and keep Apps and Data failed so they recommended I not keep Apps. I was able to cleanly load:

2023-11 Update for Windows 11 Version 23H2 for x64-based Systems (KB4023057)
Successfully installed on ‎7/‎4/‎2025
 
2025-04 Cumulative Update for .NET Framework 3.5 and 4.8.1 for Windows Version Next for x64 (KB5056582)
Successfully installed on ‎7/‎4/‎2025
 
2025-06 Cumulative Update Preview for Windows 11 Version 23H2 for x64-based Systems (KB5060826)
Successfully installed on ‎7/‎4/‎2025
 
on July 4 but it put me into a beta channel and I could not change channels without having to go through reinstalling and configuring all of my apps yet again.
 
2. Last Friday night I noticed that 2025-06 was the last cumulative update this laptop took, unlike my other 3 so I did a Windows Update troubleshooter that took me to Microsoft support. The local ISO install attempting to preserver my apps and data stuck around 66% after which I went to bed.
 
Saturday morning, the laptop was powered down and I saw:
 
We couldn't install Windows 11
We've set your PC back to the way it was right before you started installing Windows 11.
 
0xC1900101 - 0x2000D
The installation failed in the SAFE_OS phase with an error during the MIGRATE_DATA operation
 
3. Next I Goggled the error and found one Intel(R) Wireless Bluetooth(R) driver issue and installed the latest and retried the install. Around 56% it failed and reverted with:
 
12:22 PM failure:
 
Your Windows Insider Build ran into a problem and
needs to restart. We're just collecting some error info,
and then we'll restart for you.

If you call a support person, give them this info:
Stop code: IRQL_UNEXPECTED_VALUE
 
4. Sunday noon, I tried Safe Mode, but Windows Update does not work in Safe Mode. Next I tried a Clean Boot using msconfig to disable all non-MS services and that Task Manager start programs. I saw no change.

What are my options?

    Windows Update shows up-to-date running the beta Windows 11 Insider Preview 10.0.26200.5670 (ge_release_upr) installed on July 4. I know the update was released Sep 5 and I should be getting it any day now. Would I expect to see any cumulative updates in Windows History since 2025-06 installed on that July 4 reload? My other 3 laptops are running Windows Feature Experience Pack 1000.26100.234.0 and receive the regular monthly Patch Tuesday cumulative updates. This newest laptop shows up to date and is installing Driver, Definition and Other Updates, just not Quality Updates. Is that expected?

    Windows Update says I am up to date. Is there a different method for ensuring I have all cumulative updates?

    Hi, I understand your frustration with the update issues on your laptop. 
    Based on what you have described, it seems like driver conflicts or the Insider build are causing most of the problems.

    First, check that your system has enough free space (at least 20 to 40 GB) 
    and that Secure Boot and TPM 2.0 are enabled.

    Next, update or roll back drivers using the Device Manager app. 
    You can also run the Windows Update troubleshooter (Settings > System > Troubleshoot > Other troubleshooters) 
    and try a clean boot by disabling all non-Microsoft services and startup programs.

    If everything fails, consider doing a clean reinstall of Windows. 
    You might also want to leave the Insider Preview program if you want a more stable version of Windows.

    These steps usually resolve most update problems. Happy to help!

      I have 470+ G free on C:

      Secure Boot is enabled and TPM is ready for use

      Other trouble shooters took me to Microsoft support chat

      Clean boot did not change anything.

      I am not getting any errors with Windows Update. It says up to date but I can't confirm in Update History

      I am not looking forward to a full reinstall and app reinstall/reconfig like I did in July.
