Some parts of Windows and apps respect the display language, while others default to regional settings or fallback to the system language. That’s why you see some apps or features in English, others in Portuguese — it's inconsistent because Windows tries to adapt based on both settings.

That much I figured. But it has caused issues on the OS itself as it can't read itself. It feels it's not supposed to be like this. In past iterations Win always respected chosen display language, and locale affected date/currency formats as configured by user.
Even the shortcuts shift from application to application (notepad being the most egregious).
