Windows 11 system 24H2 cannot enter safe mode
After upgrading to 24H2, I cannot enter safe mode (prompting that the PIN is invalid). I reinstalled the system three times and the problem persisted. I suspect that virtualization or security featur...

Since you can't get in normally, you need to trigger the Windows Recovery Environment. The easiest way to do this is by interrupting the normal boot process 3 times in a row.
If you can't trigger WinRE with the above method, you'll need to create bootable media on another working computer.
