Windows 11 Hard drive filling up: C:\Windows\installer over 300GB+

We have a group of random HP computers all a year old or newer, where just recently the C:\Windows\Installer folder just started to use all the hard drive space. 

Most of the larger files in there show they belong to Adobe.  I've removed adobe entirely, ran patch cleaner, reinstalled Adobe but its still happening.  
Im at a loss, I ran the Windows 11 .iso to see if a clean OS would help but the issue continues.  Ran sfc, DISM.  I'm desperate.  All online solutions are the general, sfc, dism reinstall windows.    The only thing I haven't done is completely wipe the computers

    Run the Disk Cleanup tool and select Windows Update Cleanup, or manually delete redundant patch caches in C:\Windows\Installer.

      I failed to mention we have done this multiple times as well.  I just cant seem to find the patch or program causing this.
