If you are also having issue upgrading to Windows 11 24H2 consider the age of the motherboard and other hardware it may be the motherboard and Windows 11 24H2 specification are not compatible.
Just like some people can not upgrade from Windows 10 to Windows 11 due to compatibility of their bios settings within their motherboards.
And it will soon become impossible to upgrade from mother boards B560 and Z590 future roll outs of Windows 11 reason AI technology changes that are coming.
Sooner or later us end users will be required to upgrade our mother boards to Z890 versions that are hitting the market now.
So advise if you can not upgrade to feature version regardless of what you try including clean installation consider the possibility the end of the life of your motherboard has peaked.

The error refers to conflict between update that was trying to install and configure during the process of applying the new version,
Usually happens if Windows store applying copilot update.
So try this apply all updates from Windows updates, Windows store, and third party venders like Nvidia first then do system restore point restart your computer wait 20 minutes then recheck for further updates especially Graphic and hardware drivers.
if none then proceed with trying to upgrade to Windows 11 23H2 what ever you do ensure no other computer, device and or program is access your modem too helps if the traffic of flow of packets is not interrupted too by slow bandwidth.
Not exactly sure what could be causing this, but maybe some localisation option.
I would try to install the English version and then add the Portuguese language pack.
Alternatively, if the issue is related to the computer specifically, I would check the usual suspects such as having the minimum TPM version (typical problem with Win11), and similar situations. Can you try upgrading it directly to Version 25H2 instead of Version 24H2, see if that works.
