Windows 11 22H2 - All programs run maximized

I updated to version 22H2 on my Surface Go 3 and all programs now run maximized.  In properties they are set to run in normal window.  I have tried making shortcuts for each program and launching the program from the exe itself or from a shortcut everything launches maximized.  How do I make it launch programs in normal windows since setting them to normal window in properties or in a shortcut does not work?
