Win11 file explorer keeps resetting to the top at random moments

This same problem has been reported in Windows 10.  There are reports going back to 2017.  I have never seen a satisfactory answer - i.e. an action that actually definitively fixed the problem on someone's PC, or a conflict actually diagnosed to cause the problem.

For example some people blame shell extensions without naming any.  I used ShellEvView to disable all of them (including Microsoft ones) and the problem persisted.

Update

I can now tell you of one specific app that can cause this:  Synology Cloudstation:  When reconnecting to the server it notifies Explorer to redraw.  If for some reason it repeatedly attempts connections you see the problem as described - the window keeps going back to the first file.
