Win11 file explorer keeps resetting to the top at random moments

Tried everything and I can't find anything to stop this behaviour.
It's not my hardware (tried multiple different KBs and Mice) & 3 separate PC's (2 desktops & 1 laptop)
It's not a 3rd party application as it happens with a fresh install of windows 11 from the latest iso.
It HAS to be win 11 as that's all that's there.
