Win11 desktop shortcut keyboard-shortcut delay (years old bug)

Hi all,

Let's have an application shortcut on desktop, and it has set keyboard-shortcut.

When you try to invoke that app via keyboard shortcut there is sometimes ~3s delay when SystemSettings.exe is in the background running (even after close):

C:\Windows\ImmersiveControlPanel\SystemSettings.exe

  • Why is there a delay? Is there a way to debug SystemSettings.exe via WinDBG / some Visual Studio magic?
  • Why sometimes SystemSettings.exe stays resident after closing it?

  • The useful distinction is whether the shortcut launches late or the application itself starts slowly. Your correlation with SystemSettings.exe is worth tracing, but its continued presence after closing Settings does not establish why the hotkey waits or why that process remains resident.

Start with a system trace rather than attaching only to Settings. In an elevated terminal, run wpr -start GeneralProfile -filemode, reproduce one delayed launch, then run wpr -stop Shortcut.etl. Capture a separate trace for a fast launch of the same shortcut.

Open both in Windows Performance Analyzer and compare the launch interval, relevant threads, CPU activity, and waits. This can identify where the delay occurs across processes.

WinDbg can also attach to running user-mode processes and inspect thread stacks with symbols, but debugger pauses can change timing. I cannot confirm a specific Windows defect or lifecycle explanation from the reported three-second delay alone.
