Why does Windows say my laptop is plugged in but not charging?

My Windows laptop displays a "plugged in, not charging" status even when the AC adapter is connected, preventing the battery from reaching full capacity. Despite trying different outlets and ensuring the charger is firmly seated, the system fails to charge the battery and I'm unsure if this is a hardware failure or a Windows power management issue.
