Why does the fan of my Windows 11 laptop keep turning off and on?

From the first day I bought this laptop and installed the Windows 11 operating system, I encountered a serious problem. When I'm reading or doing things that put a little pressure on the laptop, sometimes the laptop goes into a phase where the fan continuously turns off and on every 5 seconds and the sound produced by it completely destroys my concentration. I don't know what to do to solve this problem, I guess the operating system is designed in such a way that it tries to reduce the carbon footprint to minimize energy consumption, but it does nothing but disturb my concentration and make the laptop unusable. The only solution I have found for this problem at the moment is that if my laptop enters this phase, I open a heavy program that puts pressure on the CPU and graphic card and prevents the fan from turning on and off continuously. If you have a better solution to this problem, please provide it.
