Unable to download Windows system language pack

As far as I know, after a normal download, it should show Installed.However, every time the download progress bar completes, it reverts back to Downloading.I've been trying to fix this for two days now, but it's still not working.

    Install the system language pack by going to Settings > Time & Language > Language > Add a language, or manually download the .cab file and install it using the command: DISM /Online /Add-Capability /CapabilityName:Language.Basic~~~zh-us~.
