The file in other language except English is unable to read

I have this problem from the start of having Windows 11 but never find a place that can give me solution to this

So when I download something like Games that isn't using English

I got a folder and file like this (sometime, for some reason not every thing become like this)

This happened to file that using Japanese

I also have a cause of open online games that is Thai Client server (obviously using Thai language) and have text like this as well

This is from the setting of the client (The game also like this when open it)

The end result is always making the game not working due to file name is different (every file in the game folder got change)

I try change everything into language in supposed to use: Country Setting, Region Format, Display Language. And download the file again, but it never worked.

I really need a way to fix this, please help me

    In case you have a different language, try change from English to other Language and rename a folder or create a new folder and add non-English name and see if it worked as expected or you are observing the same behavior?
    Try run Windows Update and download and install all updates.
    Open start and search for feedback and open the Feedback Hub app and report this issue and make sure share steps to reproduce the problem.

      Because not only the folder but the file inside also change, there so much file to change, also since it show like this, I do not know the original name of the file so I am not sure what to change into as well.
