The file in other language except English is unable to read
I have this problem from the start of having Windows 11 but never find a place that can give me solution to this So when I download something like Games that isn't using English I got a folder and ...
In case you have a different language, try change from English to other Language and rename a folder or create a new folder and add non-English name and see if it worked as expected or you are observing the same behavior?
Try run Windows Update and download and install all updates.
