regsvr32.exe command causes dammage to the Windows security app

Hi. I recently noticed that running the regsvr32.exe C:\Windows\system32\SecurityHealthProxyStub.dll causes the Windows security app to stop functionning and show only a blank screen. I think this is a severe issue, because it allows attackers to easily disable the system protection for Microsoft Defender users. I also could not find any easy way to revert the issue, only an in-place Windows reinstall or System restore can fix it.

Edit: This issue only happens on Windows 11, not on Windows 10.
