Office 32-bit and Ofice 64-bit are compatible at the file-format level, but they have subtle differences with how they call .dll libraries. My guess is that Apple has tested and optimized for the 64-bit version, either because their own applications are 64-bit, or because they think (know?) that the bulk of new installations are 64-bit.
That said, Office isn't changing much over time at this point, with the 2016, 2019, 2021, and 365 versions using the same registry settings and general architecture, so breaking Outlook with a new iTunes release in 32-bits, while having it work in 64-bits, is odd.

I agree it is odd. The iCloud plug-in file is located at C:\ProgramData\Apple Inc\iCloud\Outlook\APLZOD6432.dll, which is supposed to work with both Office 64-bit and 32-bit versions. Maybe someone can try to get an older version of this file to replace the new version and check if this can resolve the issue without crashing the iCloud
