I tried everything without luck
I had to switch from Office 32bit to 64bit which solved the problem.

Me too, finally. Version 15.0 of iCloud seems permanently broken with 32-bit office.
Even worse, one of our PC's needed additional steps, even after moving to 64-bits, and one required about a day of troubleshooting and additional folder permissions before it finally agreed to sync.
