Is this a new Windows 11 OOBE?
I installed Windows 11 IoT Enterprise LTSC 2024 online and saw an unfamiliar OOBE screen. It’s extremely slow even with 1 Gbps internet. Is it downloading updates or extra software?

I know there is a new design in 25H2 not sure about the enterprise edition.
