Is this a new Windows 11 OOBE?

I installed Windows 11 IoT Enterprise LTSC 2024 online and saw an unfamiliar OOBE screen. It’s extremely slow even with 1 Gbps internet. Is it downloading updates or extra software?

The unfamiliar OOBE (Out-of-Box Experience) screen you're seeing is likely due to the new Windows 11 setup process, which includes a feature called the "Setup Experience" or "Windows Setup Experience." This feature is designed to provide a more streamlined and user-friendly setup process.

Based on recent reports from March 2026, Microsoft is indeed rolling out a significantly updated Out-of-Box Experience (OOBE) for Windows 11.
