Is this a new Windows 11 OOBE?

I installed Windows 11 IoT Enterprise LTSC 2024 online and saw an unfamiliar OOBE screen. It’s extremely slow even with 1 Gbps internet. Is it downloading updates or extra software?

Based on recent reports from March 2026, Microsoft is indeed rolling out a significantly updated Out-of-Box Experience (OOBE) for Windows 11.
