You have done the right investigation already. Before considering a reinstall, I would leave the Insider channel, reboot, reset the Windows Update components, install the latest public cumulative update manually if applicable, and then re-enrol. The missing WindowsSelfHost configuration suggests the Insider registration is damaged, so a repair install may ultimately be the safest way to preserve files while restoring servicing.

The elephant in the room is that with this problem of Windows Update not working I am not going to get a new release - and the flag to leave Insider upon new release will never be honoured.
What are my options?
- Can I download the Insider installation files and overwrite my current flawed Insider Windows Update?
- Are the updated Insider channel files available to download and install out side of Windows Update UI?
