History on this device setting to Off. <--- Such an option is not available.
I want to close my activity history, but there's no such option. (Windows 11)

Go to Settings > Privacy & security > Activity history. You should see an option to Clear activity history. Try clicking on this option to see if it resolves the issue. ou can try modifying the registry to disable activity history. Be cautious when editing the registry, as incorrect changes can cause problems.
