Disable hiding of notification icons

Seems that the option to not hide systray icons is broken again. I hate hiding icons. I want to always know what is running without having to interact with the systray unless I need to actually touch an app's systray icon.

The solution from

"Show all icons in system tray" option in windows11 | Microsoft Community Hub

no longer works. Anyone have a different way? That's the most recent fix I can find.
