Can Windows 11 run on a Mechanical Hard drive

I would like some advice. I have 1ssd and 3 hard drives in my pc however it would seem that that the ssd is dying. It is only used to run windows and games that greatly benefit from running on a ssd. At the moment the only option for a replacement would be a 128gb ssd. Would it be better to get the 128gb ssd or should I just transfer my windows install to one of the hard drives and hope the ssd  lives on to use for general storage
