70% RAM used with nothing open – Windows Modules Installer eating 1.2GB

Windows module installer is likely a temporary servicing load. Make sure windows is fully updated. You browser opened in background can also contribute in it. If your memory usage drops a lot after fully closing the browser, then the browser is likely the bigger contributor.
If the system is responsive and memory falls when the browser is closed, this is usually normal behavior rather than a problem
