"Absence of 'Shutdown or Sign Out >' Option in Windows 11 23H2 Start Menu for Admin Accounts"

In a surprising turn of events, the "shutdown or sign out >" option, along with other WinX menu options, has vanished from my Windows 11 23H2 admin account for several months now. Strangely, the option remains accessible on my user account.

 

Despite extensive Google searches and following numerous tutorials, no solutions have been effective in restoring these missing options. I've attempted various troubleshooting methods, including searching for corrupted Windows files, restoring system health, disabling startup applications, tweaking registry settings, and even swapping the WinX folder from the user account to the admin account, to no avail.

    CharlesCarter Hey, saw your question while searching for a solution to what I think is the same problem.  We're getting ready to push out 23H2 and August patches did this to us in our preprod environment.  The new sign out popup was showing up for some accounts but not all.

     

    After some mucking around in AD and with our Group Policies, I figured out that it was tied to a GPO setting that we had:

    Computer->Policy->Admin Template->System->User Profiles->Delete Cached Copies of Roaming Profiles
     
    It was set to 'Enabled'; I switched to "Not Configured" and that solved the issue.

    I don't know if this is exactly the same issue that you're seeing, but I hope that this helps.  Good luck!

    1.Check for Windows Updates

    Make sure your system is fully updated. Sometimes, missing features can be due to incomplete updates.
    Go to Settings > Windows Update and check for updates.Check User Account Control Settings
    2. Use Keyboard Shortcuts
    If the option is missing but not completely disabled, you can still use keyboard shortcuts:
    Alt + F4 can bring up the shutdown dialog if you're on the desktop.
    Press Ctrl + Alt + Delete, then select the power icon in the bottom right corner.
    3. Check Group Policy Settings
    If you are on a managed network, group policies might disable certain features.
    If you have access, check the Group Policy Editor:
    Press Win + R, type gpedit.msc, and hit Enter.
    Navigate to User Configuration > Administrative Templates > Start Menu and Taskbar.
    Check for any policies related to shutdown options.
