CharlesCarter Hey, saw your question while searching for a solution to what I think is the same problem. We're getting ready to push out 23H2 and August patches did this to us in our preprod environment. The new sign out popup was showing up for some accounts but not all.
After some mucking around in AD and with our Group Policies, I figured out that it was tied to a GPO setting that we had:
Computer->Policy->Admin Template->System->User Profiles->Delete Cached Copies of Roaming Profiles
It was set to 'Enabled'; I switched to "Not Configured" and that solved the issue.
