Microsoft Teams managed from third party apps

Hi,
Is it possible if we develop an application where we can manage the access and control of Microsoft Teams from within our application?

So let's say we are developing a course application and may want to use Microsoft Teams as the video conference platform that we can use in our apps for video meeting between our users.
Does your API allow us to make this happen? Will there be any cost for this API usage?
